Delegates from the member boards of pharmacy adopted five resolutions during the 122nd National Association of Boards of Pharmacy® (NABP®) Annual Meeting, held in Boston, MA, from May 12-15, 2026. The resolutions address the following:

  • Public Access to Vaccination Services by Pharmacy Personnel: NABP will amend the Model State Pharmacy Act and Model Rules of the National Association of Boards of Pharmacy (Model Act) to define “vaccine” as any vaccine approved by Food and Drug Administration. NABP will also encourage member boards to adopt the Model Act language that authorizes pharmacists to prescribe, order, and administer all vaccines and delegate the administration of all vaccines to pharmacy technicians and pharmacy interns under the supervision of a pharmacist, as well as encourage states to adopt evidence-based approaches that empower pharmacists’ clinical judgment for providing vaccination services.
  • Virtual Facilities: NABP will convene a work group to recommend amendments to the Model Act that include creating virtual-specific license requirements for manufacturers and wholesale distributors and specific requirements for a facility that does not physically possess drugs, while also considering whether designated representatives should be licensed.
  • Review of the Multistate Inspection Blueprint Program: NABP will convene a work group to review the Multistate Inspection Blueprint Program Memorandum of Understanding, the process by which NABP assists states to ensure compliance with the Multistate Inspection Blueprint Program, and the NABP Universal Pharmacy Inspection Form for Sterile Compounding, to ensure it fully aligns with United States Pharmacopeia (USP) standards and can be completed by state inspectors within a reasonable amount of time. NABP will also evaluate participating Blueprint states to determine compliance with the Multistate Inspection Blueprint Program, including ensuring that participating Blueprint states are fully inspecting for compliance with current USP sterile compounding standards.
  • Community Health Workers: NABP will encourage the adoption of community health workers (CHWs) as critical support personnel in pharmacies to help address social determinants and drivers of health, health disparities, and health care access inequities among patients and communities serviced. NABP will also encourage member boards to review applicable law/regulations to remove unnecessary barriers to authorized pharmacy technician CHW activities, provided such activities are appropriately supervised to ensure they are safely and properly performed.

Additionally, a Recognition Resolution honoring members of the Association who have passed away was unanimously approved.
