During this webinar, speakers will explore the role of race and ethnicity in establishing equity in the practice of pharmacy. By understanding how social determinants of health, cultural competency, and diversity in the pharmacy workforce affect patients, pharmacy staff can improve patient care and outcomes in underrepresented populations.

Lemrey “Al” Carter, PharmD, MS, RPh
Executive Director/Secretary, National Association of Boards of Pharmacy
Dr Carter is the executive director of NABP and the secretary of the Association’s Executive Committee. Dr Carter currently serves as a governor of the Pharmacy Technician Certification Board (PTCB) Board of Directors and chair of the PTCB Certification Council. Over the years, he has provided expert witness testimony and consultation in the areas of pharmacy practice and regulation. Dr Carter is a former member and chair of the Illinois Department of Financial and Professional Regulation, Division of Professional Regulation – State Board of Pharmacy. In addition to serving on the Board, he was appointed by the Illinois House of Representatives to serve two terms on the Illinois Collaborative Pharmaceutical Task Force. Previously, he oversaw pharmacy operations and professional affairs in the community pharmacy setting. Dr Carter graduated from Xavier University of Louisiana, College of Pharmacy, with a doctor of pharmacy degree and received his master of science degree with studies focused on pharmacy regulation and policy from the University of Florida.
Ilisa Bernstein, PharmD, JD, FAPhA
Senior Vice President for Practice, Policy, and Partnerships, American Pharmacists Association
Dr Bernstein is senior vice president for Practice, Policy, and Partnerships at the American Pharmacists Association (APhA). She is responsible for leading the development and implementation of APhA’s strategies, policies, and programs related to pharmacy practice, advocacy and regulatory affairs, outreach and partnerships, and guiding APhA as the voice of pharmacists in all practice settings. She joined APhA in 2019 as senior vice president for Pharmacy Practice and Government Affairs. From June 2022 to July 2023, Dr Bernstein was interim CEO and executive vice president at APhA, the first woman to lead as CEO in the 170-year history of APhA.
For over 30 years, Dr Bernstein worked at United States Food and Drug Administration (FDA), where she held several senior leadership positions, most recently as deputy director of FDA’s Office of Compliance in the Center for Drug Evaluation and Research.
Frank North, PharmD, MPA, DPLA, DASPL
President, National Pharmaceutical Association; Instructional Assistant Professor, Rangel School of Pharmacy, Texas A&M University – HEALTH
Dr North is an instructional assistant professor at Texas A&M University Irma Lerma Rangel College of Pharmacy and director for learning in practice for the Texas A&M University Health Office of Interprofessional Practice, Education, and Research. He is licensed in Texas and Washington, DC, and serves as national president of the National Pharmaceutical Association.
Dr North earned a doctor of pharmacy, master of public administration, and bachelor of science in biology from Texas Southern University in Houston, TX, and completed several certificate, leadership, and diplomate programs focused on pharmacy, higher education, and civic engagement. Dr North is currently completing a PhD in urban higher education at Jackson State University in Jackson, MS. His mission and purpose are to achieve and maintain just and equitable representation among underrepresented minoritized groups with emphasis on African Americans/Blacks and Black men.
Leila Ellis-Nelson, PsyD
CEO & Co-Owner, Changing Perspectives LLC
Dr Ellis-Nelson [She|Her] earned her doctorate in Clinical Psychology from The Chicago School of Professional Psychology (TCSPP). She is the director of Chicago State University’s Illinois Center for Education Equity and is co-owner of Changing Perspectives, a justice, equity, diversity, and inclusivity consulting firm in the Chicagoland area that works explicitly to develop tool kits, strategies, policies, podcasts, and other deliverables for organizations and institutions. This work happens through a comprehensive institutional assessment, executive coaching, data review, group dialogues, and community collaboration.
Additionally, she is a professor within the Department of Psychology at Roosevelt University, where she also sits on the masters and doctoral programs admissions committees. She also worked as associate director of student support services through TCSPP and serves as an advisory board member for the Intermediaries for Scale Student Voice Committee.
Robert E. Braylock, PharmD, MBA, RPh
President, Release Heaven On Earth; Principal and COO, BHK Consulting
Dr Robert E. Braylock is a child of God and joint heir with Jesus Christ. Dr Braylock grew up in Cleveland Heights, OH, and graduated college from the University of Findlay (OH), with a bachelor of science, master of business administration, doctor of pharmacy, and minors in biology, chemistry, and music. Dr Braylock is on a mission to establish prosperity and to eliminate poverty. With approximately 20 years as a health care professional, educator, and unity, equity, and justice practitioner, Dr Braylock is experienced in developing initiatives that enhance the educational, employment, and economic well-being of individuals and communities.
For his work and impact, Dr Braylock received the Dartmouth Scholar Award from Geisel School of Medicine at Dartmouth College and the Henry Cade Memorial Award from NABP. Dr Braylock’s development and success is a testament of the extravagant, unconditional love of God.
Terri Smith Moore, PhD, MBA, RPh, CPH
Vice President, Chief Strategy and Diversity Officer, American Association of Colleges of Pharmacy
Dr Moore leads the American Association of Colleges of Pharmacy’s (AACP’s) strategic planning process and implementation and also AACP’s diversity, equity, inclusion, and antiracism agenda and efforts including policy, advocacy, and strategic engagement. In the area of disparities and health equity research, she leads a racial disparities project funded by the US Office of Minority Health and also leads two projects addressing diversity in clinical trials, funded by FDA’s Office of Minority Health and Health Equity and Genentech.
Previously, Dr Moore was the senior director of academic services and strategic initiatives at AACP. Dr Moore’s career has included a wide range of positions in pharmacy practice, pharmacy academia, public health/federal government programs and policy, managed care, research projects, health care quality, and association management/leadership at the national and local levels. She earned her bachelor’s degree in pharmacy and MBA degrees from Howard University and her PhD in pharmacy administration from the University of Texas at Austin.
Ronda Marie Chakolis, PharmD, MPH
President, Minnesota Board of Pharmacy
Dr Ronda Marie Chakolis is a community advocate, pharmacist, researcher, and current president of the Minnesota Board of Pharmacy. She graduated in 2009 from the University of Minnesota College of Pharmacy. In 2020, she received her master’s degree in public health from American Public University. Dr Chakolis has more than 14 years of Pharmacy Benefit Management experience with Prime Therapeutics, which includes more than five years as a Medication Therapy Management (MTM) pharmacist. She also serves as a part-time pharmacist at CVS Health.
Dr Chakolis is involved in several community initiatives that address health inequities, including HIV/AIDS, infant mortality, and substance use disorders. She is passionate and committed to improving the health of communities by integrating her clinical expertise with her advocacy work.
