NABP Announces 2026 Leadership Award Recipients

NABP is pleased to announce the recipients of the 2026 NABP Leadership Awards. Each year, the Association presents awards to individuals who have worked with unwavering dedication to ensure NABP’s continued service to the state boards of pharmacy as they regulate pharmacy practice to protect public health. 2026 Carmen A. Catizone Honorary President Award Recipient

Susan M. DelMonico, RPh, JD Director of Regulatory Affairs and Associate General Counsel for Genoa Healthcare

Susan M. DelMonico, RPh, JD, director of regulatory affairs and associate general counsel for Genoa Healthcare, is an active NABP member who has contributed her expertise to numerous NABP task forces and committees and served on the Rhode Island Board of Pharmacy for nearly a decade. Her task force service for NABP includes the Task Force to Review Unprofessional Conduct and Disciplinary Actions (2023), the Task Force to Review Model Act Licensing and Disciplinary Language (2022), the Task Force on Standards for the Use of PMP Data (2014), and the Task Force to Review and Recommend Revisions to the Controlled Substances Act (2012). She also served on the Presidential Focus Group in 2018, the Model Act Review Committee in 2021, and the Committee on Law Enforcement/Legislation in 2014.

A health care compliance and community relations advocate, DelMonico has extensive experience in state and federal pharmacy law, professional pharmacy standards, Drug Enforcement Administration and Food and Drug Administration compliance, licensing regulations, and corporate regulatory compliance. Throughout her career, she has advocated for innovative regulatory changes that have enhanced and increased workflow and production; developed a retail distribution center compliance department that included development and implementation of a logistics quality and compliance program; created a quality assurance program that monitored prescription inaccuracies and patient safety parameters; and re-engineered the regulatory compliance process for pharmacy colleagues by establishing a regulatory compliance tracking database.

Prior to joining Genoa Healthcare, DelMonico held several leadership roles at CVS Health: director of supply chain regulatory compliance and quality assurance (2014-2018), director of pharmacy regulatory compliance (2001-2014), and director of community relations (1999-2001).

DelMonico is also an adjunct associate professor of pharmacy law and ethics at the University of Rhode Island, which awarded her the Norman A. Campbell Award for Ethics and Excellence in Health Care in 2014.

DelMonico is a former member and chair of the Rhode Island Board of Pharmacy. In 2006, she received the Rhode Island Pharmacists Association’s Pharmacy Service Award. DelMonico earned her bachelor of science degree in pharmacy from the University of Rhode Island and her juris doctor degree from New England School of Law.

2026 NABP President’s Award Recipient

Bradley S Hamilton
Bradley S. “Brad” Hamilton, BScPharm, RPh NABP President

Bradley S. “Brad” Hamilton, BScPharm, RPh, served as the 2025-2026 NABP president and is a member and past president of the Maine Board of Pharmacy. Prior to becoming NABP president, he served 1-year terms as president-elect and treasurer and 5 years as a member of the NABP Executive Committee (District 1).

Under President Hamilton’s leadership, NABP continued development of the Research and Innovation Institute. Implementation of plans for the Institute followed the recommendation of the Steering Committee for the Research and Innovation Institute, which convened in 2025 and 2026 and defined the goals of the initiative: providing data-driven insights that can help guide regulatory decisions and assisting stakeholders in navigating the constantly changing landscape of pharmacy practice.

As a member of NABP, Hamilton has made many contributions to NABP/American Association of Colleges of Pharmacy District 1 meetings and participated in several committees and task forces, including the Committee on Law Enforcement/Legislation, the Task Force on Expanding International Membership, and the Task Force to Develop Regulations Based on Standards of Care. He has also represented the Maine Board as a voting delegate at NABP Annual Meetings for numerous years. Additionally, Hamilton served as the Executive Committee liaison to NABP’s Advisory Committee on Examinations.

In 2014, Hamilton received the Retail Operations Honorary Backpack Award for his professional role at Hannaford Supermarkets and Pharmacy. In 2021, he was recognized by the University of New England School of Pharmacy Phi Lambda Sigma (also known as the Pharmacy Leadership Society), Delta Zeta Chapter as an honorary member and was given the Excellence in Pharmacy Award. In 2022, Hamilton was selected as the APhA Foundation and Maine Pharmacy Association Bowl of Hygeia Award recipient.

Hamilton earned his bachelor of science degree in pharmacy from Northeastern University, Bouvé College of Health Sciences.

Fred T. Mahaffey Award Recipient

The Wisconsin Pharmacy Examining Board

The Wisconsin Pharmacy Examining Board played an instrumental role in the Multistate Pharmacy Jurisprudence Examination® (MPJE®) Pre-Advanced Pharmacy Practice Experiences (APPE) Pilot Program, a collaborative initiative exploring new flexibilities in the pharmacist licensure pathway. The MPJE Pre-APPE Pilot Program was developed to study the impact of offering pharmacy students an alternative testing timeline. By allowing students to sit for the MPJE after completing their core law curriculum – but before their final clinical rotations – the pilot aligned the jurisprudence assessment with the peak of academic legal instruction. The success of this exploratory program required a regulatory partner committed to helping NABP gather critical data.

The Wisconsin Board stepped forward to offer the administrative and legal framework necessary to test this alternative model. The Board worked with NABP to ensure a seamless process and partnered with pharmacy schools to facilitate early eligibility for a specific cohort of students, ensuring all regulatory safeguards remained in place. By monitoring the pilot closely, the Board provided NABP with the essential feedback needed to evaluate the efficacy of early jurisprudence testing.

The Board recognized that as the pharmacy landscape evolves, exploring diverse pathways to licensure can help the profession better understand how to support candidates without compromising the integrity of the state’s pharmacy act. Shaping the future together, the Board’s assistance with the pilot has provided the entire regulatory community with invaluable insights. Its participation demonstrates how boards can uphold their mission of public protection, while simultaneously investigating innovative ways to modernize the candidate experience.

John F. Atkinson Service Award Recipient

Barbara Ellen Maguire Vick, PharmD, JD Associate Executive Director of the North Carolina Board of Pharmacy

Barbara Ellen Maguire Vick, PharmD, JD, associate executive director of the North Carolina Board of Pharmacy, is an active NABP member who has served on numerous task forces. Her service to NABP includes chairing the Task Force to Review Model Act Licensing and Disciplinary Language (2022) and serving as a member of the Task Force on Workplace Safety and Well-Being (2021), the Work Group on the Development of an Interstate Endorsement Credential (2019), and the Task Force on the Regulation of Pharmacist Care Services (2015).

As associate executive director of the North Carolina Board, Vick manages a team of 2 directors and 11 investigators; connects regularly with clinicians; liaises with a broad network of federal and state regulators; and more. She also restructured the investigator operation; led efforts to authorize the full spectrum of vaccinations for North Carolina pharmacists, pharmacy interns, and pharmacy technicians; and developed an equitable internal policy in response to employees seeking secondary employment. In addition to working for the Board, Vick is an adjunct professor of pharmacy law at the University of North Carolina (UNC).

Vick has held a variety of health care positions, including clinical perioperative pharmacist at Duke University Health System (2013-2014), clinical oncology pharmacist at Biologics, Inc (2012-2013), massage therapist at the UNC Wellness Center (2006-2008), and development officer for the pediatric department of UNC Hospitals, MPC (2003-2005). Vick earned a juris doctor degree from the University of Georgia School of Law and a doctor of pharmacy degree from the UNC Eshelman School of Pharmacy.

Henry Cade Memorial Award Recipient

Frances Gail Bormel, RPh, JD Principal and Co-Founder, Compounding Strategy Advisors, LLC

Frances Gail Bormel, RPh, JD, principal and co-founder, Compounding Strategy Advisors, LLC, retired from the position of director, FDA Office of Compounding Quality & Compliance, Center for Drug Evaluation and Research in January 2026. Bormel has more than 25 years of regulatory, legal, and pharmacy expertise guiding national drug quality, compounding oversight, and compliance strategy. She also has a proven record of building and leading high-performing organizations, shaping federal policy, directing major enforcement programs, and advising top government leadership. In addition, she has deep expertise in compounding, issues related to unapproved drugs, over-the-counter and import/export regulation, and federal/state pharmacy law. During her tenure at FDA, Bormel held several leadership roles, including director of the Office of Compounding Quality & Compliance, CDER (2021-January 2026), as well as acting associate director (2019-2021); director of the Division of Prescription Drugs & Senior Policy Advisor, Office of Unapproved Drugs and Labeling Compliance (OUDLC), from 2015-2019; associate director of policy, OUDLC (2011-2015); associate director, Division of New Drugs & Labeling Compliance (2008-2011); and regulatory counsel, Office of Compliance (2003-2008). Prior to joining FDA, Bormel was associate legal counsel for United States Pharmacopeia (1998-2003), an associate at Hyman, Phelps & McNamara, PC (1995-1998), and assistant director, Drug Control Program, at the Massachusetts Department of Public Health (1993-1995). Bormel received her bachelor of science degree in pharmacy with high honors from the University of Maryland and her juris doctor degree with honors from The George Washington University.

Lester E. Hosto Distinguished Service Award Recipient

Kimberly Grinston, JD

Executive Director of the Missouri Board of Pharmacy and NABP District 6 Chairperson

Kimberly Grinston, JD, executive director of the Missouri Board of Pharmacy and NABP District 6 chairperson, is an active NABP member who currently serves as chair of the Steering Committee for the NABP Research and Innovation Institute. Grinston has also chaired the Task Force to Review Unprofessional Conduct and Disciplinary Actions (2023) and the Task Force on Pharmacy Technician Competence Assessment (2019), and served on the Work Group on Workplace Safety, Well-Being, and Working Conditions (2022).

Prior to becoming executive director of the Missouri Board in 2008, Grinston served as legal counsel for the Missouri Division of Professional Registration (2006-2008), where she was primary legal counsel to 11 state boards and commissions. Additional roles include senior counsel for the Missouri Department of Insurance (2004-2006) and assistant attorney general for the Missouri Attorney General’s Office (1997-1999), where she litigated civil rights and employment discrimination cases. Grinston received her juris doctor degree with honors from Saint Louis University School of Law.
