TITLE: Public Access to Vaccination Services by Pharmacy Personnel
ACTION: PASS


WHEREAS, pharmacists, pharmacy technicians, and pharmacy interns play a critical role in delivering timely, accessible, and reliable vaccination services to the public; and

WHEREAS, in many states, the authority for pharmacists, pharmacy technicians, and pharmacy interns to administer vaccines is tied directly to recommendations from federal agencies, such as Centers for Disease Control and Prevention (CDC), CDC’s Advisory Committee on Immunization Practices, and Food and Drug Administration (FDA); and

WHEREAS, as federal processes evolve, recommendations change, and advisory structures shift, such recommendations may create unintended legal and regulatory ambiguity, reduce flexibility, and delay access to newly authorized vaccines;

THEREFORE, BE IT RESOLVED that NABP amend the Model State Pharmacy Act and Model Rules of the National Association of Boards of Pharmacy (Model Act) to define “vaccine” as any vaccine approved by FDA; and

BE IT FURTHER RESOLVED that NABP encourage member boards to adopt the Model Act language that authorizes pharmacists to prescribe, order, and administer all vaccines and delegate the administration of all vaccines to pharmacy technicians and pharmacy interns under the supervision of a pharmacist; and

BE IT FURTHER RESOLVED that NABP encourage states to adopt evidence-based approaches that empower pharmacists’ clinical judgment for providing vaccination services.
